HISTORY OF EAGLE HOME MEDICAL CORPORATION
July 1994, Eagle Home Medical Corp was established as a North Carolina Corporation.
Eagle Home Medical Corp. was set up as a local mom and pop hospital equipment business under the sole control of Joseph Hagan in 1994. This continued until the business was purchased by Jeff and Pam Peedin in 1998.
After this purchase of Eagle Home Medical Corp, it was decided that Eagle would go after Small Business Set-Aside Contracts for Home Oxygen with the VA. At that time the business was doing approximately $500,000.00 per year in sales. In June of 1998, Eagle Home Medical Corp became a Certified HUBZone Small Business Concern. Our size and HUBZone status has been established and certified by the SBA.
Our first bid was for the Temple Texas VA. This Small Business Set-Aside contract had approximately 300 patients with government owned equipment. This contract was perfect for Eagle because it allowed Eagle to obtain this contract with a minimal capital outlay. We have continued to serve the Veterans of Central Texas to the present. Our renewal contract in 2002 was a HUBZone Set-Aside. This contract continues to use Government owned equipment which has worked quite well.
Our second contract was a HUBZone Sole Source contract for DME in Central Texas (Temple). This was one of the first if not the first HUBZone contract awarded by the VA. This was in 1999 right after Eagle obtained their HUBZone status. We are currently on our second five year contract.
Our third contract was an emergency HUBZone Sole Source for one year with the San Antonio VA. We received a call from the San Antonio Contracting Office wanting to know if we could take an emergency contract because the VA was getting ready to discontinue their current contractor. This too was a government owned equipment contract and we agreed to a one year contract. We continue to perform this contract with government owned equipment. After the first one year emergency contract, Eagle received a multiyear HUBZone Set-Aside contract for a total of 6 years.
Our fourth contract was an emergency HUBZone Sole Source Contract for one year with the Richmond, Vir. VA. Again this was a contract to take over a contract in which was the VA was directed by JCAHO to find another contractor. This too was a Government owned equipment contract. After the first year was complete, the VA issued a HUBZone Set Aside contract with a Base year and Four Option years, but that was cut short due to the bundling of the other VA hospitals in the VISN with the Richmond hospital and my last two option years were cancelled.
Our fifth O2 contract was a HUBZone Set-Aside with the Montgomery AL VA. This contract was a contractor owned equipment contract and required our first major capital expenditure for a VA contract. The contracting officer and Prosthetics were hesitant to give Eagle a multiple year contract due to problems with a previous contractor. Being emboldened by our success in San Antonio and Richmond with converting one year contracts into multi-year contracts, we agreed and purchased the necessary equipment to perform the contract. After the first year the contract was reissued Small Business Set-Aside, and due to some irregularities with the posting of the solicitation, Eagle did not bid.
Currently Eagle is providing Home Oxygen Therapy Services for the Temple Texas VA and the San Antonio VA and we are in the process of re-bidding these contracts. We are also providing DME services for Temple, Texas VA and Richmond/Hampton, Virginia VA’s. We have found that using Government owned equipment has been very beneficial to the VA and Eagle in cost and performance. In order for this system to work however, the VA must have a reputable contractor that will take care of the Government’s equipment. The government has found that Eagle Home Medical Corp is indeed that kind of contractor.
